How does Revit function with multiple users accessing and working on a single project from within the office server at the same time?
How do you set up a “central” families library for all computers to access on a server? And how do you then tell Revit to use the aforementioned library?

Revit uses "Worksharing" to accomplish this, the links below explain the concepts and workflows pretty well.

You setup a central family library simply by organizing them in a folder on your server as you would project files. You can point Revit to that library by opening the Revit menu > Options > File Locations Tab > Places Button.
